Instructions:
Put elf head onto top of bell and glue into place. Glue elf shoes at bottom of bell. Some of the top of the shoes may need to be cut away for the position desired. Cut strip of felt for neck scarf. Tie around neck area and glue with hot glue gun where tied. Cut ends to look like fringe. Cut about 1 1/4" strip of felt. Form into cone hat to fit head. Cut off excess. Glue edges together and glue onto head. Bend down pointed end and glue. Glue red pom-pom to end of hat. Decorate scar and hat with glitter paint. If using mini decorations, glue lights draped around elf or any other decorations may be used. Small pom-poms can be added on shoes.

Elves can be used as card holders for table, decorations with greenery, hung on tree, etc.
